– Russia: October Revolution Day (1917).
On this date in Bulgarian history:
1866: Danube Vilayet Governor Midhat Pasha inaugurates 224 km Rousse-Varna railway, first one in what is now Bulgaria. Built by British company William Gladstone & Barkley Brothers, starting in Rustchuk (Rousse) on May 21, 1864. Bulgaria purchases railway on August 10, 1888 after signing protocol with Britain on December 4, 1885.
1944: Diplomatic relations with Japan are severed (established November 27, 1919 at legation level, re-established September 12, 1959, missions upgraded to embassy status June 1, 1964).  
1946: Sixth Grand National Assembly is convened. Adopts first Constitution of People’s Republic of Bulgaria on December 4, 1947 (in force until May 18, 1971). Dissolved on October 21, 1949.
1959: Bulgarian Television carries out its first live broadcast, of November 7 demonstration in Sofia. Station is formally inaugurated on December 26, 1959.
1992: Bulgarian Agrarian People’s Union holds congress at which three Agrarian parties merge. Anastasia Dimitrova-Moser is elected Union’s Chief Secretary. 
2004: Third Bulgarian infantry battalion in Iraq is relocated from Karbala to Diwaniya.
2006: Arabic Language and Culture Library and Information Centre opens at St Cyril and St Methodius University of Veliko Turnovo (North Central Bulgaria).
