Electric Mobility Promotion Act to Be Made Available for Public Consultation by End-2023

During a roundtable titled “Challenges in Sustainable Mobility. Unlocking Bulgaria’s Potential”, Deputy Minister of Innovation and Growth Martin Gikov said that a draft Electric Mobility Promotion Act and a preliminary assessment of its impact will be made available for public consultation by the end of the year.
Gikov added that a wide range of stakeholders were involved in the preparation of the draft law, including ministries, electricity distributors, regulators, companies building charging infrastructure, and NGOs, with the Ministry of Innovation and Growth being the leading government institution.
The Deputy Minister noted that during the recent discussions, the focus was placed on the creation of a fund whose financial resources should be used to promote electric vehicle purchases and build charging infrastructure. The fund management body will be the Ministry of Innovation and Growth. An Advisory Board consisting of relevant stakeholders will also be established to provide real-time feedback on the functioning of the fund and the law as a whole.
"In line with European directives, one of the main goals of the law is for Bulgaria to have at least 30,000 electric cars and at least 10,000 charging stations by 2026," Gikov said. The Deputy Minister described the second target as ambitious and added that the role of municipalities will be key in this regard.
The economic entities involved in promoting electric mobility are expected to be supported through a combination of grants and financial instruments.
